What Happened at the 2025 World Health Assembly
And how newly signed MT HB 350 may provide some additional protections for Montanans
The 78th annual World Health Assembly (WHA) place took in Geneva, Switzerland, May 19-27th. Their mission? “Ensuring the World Health Organization (WHO) can adapt to today’s challenges while continuing to advance its mission of ‘health for all.’” This sounds innocent enough, yet they have a maniacal focus on global pandemic prevention, preparedness, and response. What does this include? Vaccines for all, for one thing.
Many Americans watched in horror last year when President Biden looked eager to partner with the the United Nations in adopting, without debate, “A Pact for the Future,” which would give the UN Secretary-General authority to order global responses to climate change, pandemics, commercial disruptions, cyberattacks and any other so called “black swan events.” This would essentially create a one world government — destroying the sovereignty of the United States, along with our medical freedom, bodily autonomy, enabling the surveillance of citizens, censorship of dissenting views, and the like.
By the grace of God, there was a last minute uprising and appeal by the American people. A joint statement was created by Congressman Bob Good, Michelle Bachmann, and Frank Gaffney, and signed by over 10,000 influential faith leaders and others. Bob Good described the situation as “the most important issue that is getting the least amount of attention.” We also had the leadership of MT AG Knudsen leading the charge, along with 21 other state AGs, opposing the WHO’s International Health Regulations and the Pandemic Treaty.
In his first day in office this year, President Trump once again exited the U.S. from the WHO by an Executive Order, effective January 2026. He refused to pay the $260 million in membership fees — your taxpayer dollars — for 2024 and 2025, creating quite a budgetary panic for WHO Director-General Tedros. Trump also pulled every one of the US delegates from going to the convention, a first since it’s inception 78 years ago. Argentina, as well, did not send delegates to this year’s conference.
For over three years, this in international body has been working to reach consensus with the 194 member states on the “pandemic treaty,” and it was announced on May 20 that a consensus had been reached. HOWEVER, actually only part of the agreement was agreed upon and adopted, with “annex 1” still undecided. This annex relates to “Pathogen Access and Benefit Sharing” (PABS) system, which is vital to the “Pandemic Accord”. Until the annex is approved at the 2026 WHA, the pandemic treaty cannot be signed. It is taking an extended amount of time because ALL parties must agree on the every part of the agreement before it is signed.
We saw what happened with a worldwide release of a poorly tested new “vaccine” that was hurled onto the world stage with no room for autonomy. We saw a glimpse of what worldwide control might look like — forced medical treatments, censorship of alternative treatments, squashing the concerns of potential risks, forced lockdowns, forced masking, vaccine passports and social distancing. We hear of China’s social credit scoring for the ability to participate in the most mundane of human existence.
Even if the United States is not an active member of the WHO, we are still held to the International Health Regulations.
The International Health Regulations (IHR), adopted by the World Health Organization (WHO) in 2005, are a legally binding framework for 196 member states, including the United States, aimed at preventing and responding to global public health emergencies while minimizing disruptions to travel and trade.
There were amendments proposed in 2024 to the International Health Regulations, but because the countries of Iran, Netherlands, New Zealand, and Slovakia rejected the amendments, the Regulations could not be passed. We have a limited period of time to act and ask President Trump to REJECT the amendments to the International Health Regulations. The deadline is July 19, 2025.

Contact President Trump and state, “I oppose the 2024 amendments to the International Health Regulations (2005) and I DEMAND that our government reject them in their entirety before July 19, 2025 pursuant to Article 61 of the IHR for the reasons given above.”
Here in Montana, Representative Jedediah Hinkle carried HB 350, which “prohibits the enforcement of policies issued by certain intergovernmental entities in the state.” The MMFA was happy to testify in support of Rep Hinkle’s bill and applauds Governor Gianforte for signing it into law.
Again, please take a few moments to email President Trump BEFORE JULY 19th and ask that he OPPOSES THE IHR AMENDMENTS. It is the silent crisis that no one is talking about.
